One of the most common pre-booking anxieties is the scenario: you pay for your gorilla permit and flights, and then a travel warning appears for Uganda before you travel. What happens to your money? What are your options? Here is exactly how this works.
The Different Levels of Travel Warning
Government travel warnings are not all the same. They range from low-level advisories (“exercise normal precautions” — this covers most of Uganda most of the time) to elevated warnings for specific regions (“exercise increased caution” — applicable to parts of Uganda near the DRC border) to do-not-travel advisories for active conflict zones. Understanding which level applies to which area matters enormously. A do-not-travel advisory for western Uganda border districts does not make Kampala, Entebbe, Bwindi, or Kibale dangerous — those regions would need to have their own specific elevated warning for it to affect your gorilla trekking itinerary.
If your government issues a do-not-travel advisory for the specific regions on your itinerary, that is the scenario where your options change. A regional advisory for an area you are not visiting does not trigger travel insurance claims or force a change to your plans.
Travel Insurance and Government Advisories
This is the critical piece: travel insurance pays out for cancelled or disrupted travel under a government travel advisory when your policy includes “cancel for any reason” cover or when the advisory covers the specific destination on your itinerary. Standard travel insurance policies typically cover cancellation when a government issues a “do not travel” advisory for your destination. Review your policy carefully — some policies require the advisory to be issued after your booking date for coverage to apply. Travel insurance is not optional for Uganda; it is the financial safety net for exactly this scenario.
Purchase travel insurance that explicitly covers government advisory cancellation and purchase it immediately after booking, before any advisory could be issued. The window between booking and travel is when this cover is most valuable.
The Uganda Wildlife Authority Permit Refund Policy
Uganda Wildlife Authority has a permit refund and reschedule policy. Cancellations made more than 30 days before the trek date receive a partial refund (typically 75% of the permit fee). Cancellations within 30 days receive a smaller refund. In the event of a force majeure situation — a genuine government travel advisory covering Bwindi specifically, or a natural disaster affecting park access — UWA has historically provided permit reschedules without penalty. We work with UWA directly and can advocate on your behalf in unusual circumstances. This is one of the advantages of booking through an established operator rather than directly.
What Has Actually Happened in Practice
Uganda has had elevated travel advisories for western border districts multiple times over the past decade. In almost every case, gorilla trekking at Bwindi continued normally — Bwindi is not in an ADF-affected district. During COVID-19, when Uganda closed its borders entirely in 2020, UWA provided full permit reschedules for all affected bookings. Travellers whose permits fell within the closure window were offered reschedule dates with no additional permit cost. The handling of COVID was, by industry standards, extremely fair and client-centred.
